Serious safety violations have been uncovered in the investigation into the boiler explosion at Decker Panel Industries in the Ananthapuram Industrial Estate, Kumbala, Kasaragod, Kerala, that killed one worker and injured eight others recently.
The first CCTV footage of the October 27 accident released on Wednesday shows workers gathered near the boiler moments before it exploded.

The investigation found that the boiler was being operated by unlicensed workers from other States in violation of mandatory safety regulations. Officials said the factory management had ignored legal requirements for certified boiler operators. The initial probe indicates that the explosion occurred due to low water level and overheating compounded by the factory’s failure to act on prior warnings from employees about possible malfunctions.
In the incident, Najirul Ali (19) from Assam died and eight others hailing from Assam and Bihar sustained severe burns, with one worker remaining in critical condition.
The police have initiated proceedings to charge the factory owner with culpable homicide and other offences under safety and labour laws.
The Factories and Boilers department is expected to submit its detailed report soon, following a thorough inspection of the boiler unit, electrical systems, and related equipment.
District Collector K. Inbasekar said immediate financial assistance would be provided to the family of the deceased.
He directed that safety inspections be intensified in all units operating within the industrial complex to prevent similar incidents.
