When Iran assembled its delegation for high-stakes peace talks with the United States in Islamabad, it chose as its leader not its foreign minister, but its Parliament Speaker- a four-time failed presidential candidate, former Revolutionary Guards commander and one of the most powerful conservative figures in Iranian politics. That man is Mohammad Bagher Ghalibaf and his presence at the head of the table says much about where power currently sits in Tehran.

A Career Built In The Shadows Of The Revolution

Mohammad Bagher Ghalibaf, 64, is a product of Iran’s Islamic Revolutionary Guard Corps. He began his career as an IRGC commander and rose through the ranks to lead the corps’ air force before becoming chief of Iran’s national police. From 2005 to 2017, he served as mayor of Tehran- a tenure during which he cultivated an image as a pragmatic administrator, attending international forums including the World Economic Forum and advocating dialogue with Western nations.

As Speaker of Iran’s Parliament, Mohammad Bagher Ghalibaf is today regarded as one of the preeminent figures of the country’s Principlist faction- politicians committed to preserving the founding principles of the 1979 Islamic Revolution and strengthening its religious political system. He is, in short, a hardliner with a technocrat’s resume.

Four Runs For President, Zero Wins

Despite his prominence, Mohammad Bagher Ghalibaf has never managed to translate his political standing into electoral success. He has run for Iran’s presidency four times- in 2005, 2013, 2017 and 2024- without ever winning. In 2017, he withdrew from the race before votes were cast. Leaked diplomatic cables published by WikiLeaks claimed that Mojtaba Khamenei, son of Supreme Leader Ali Khamenei, had backed his presidential campaigns.

That closeness to the Khamenei family is widely seen as central to why Mohammad Bagher Ghalibaf is leading the Islamabad delegation. As a committed Principlist, he is regarded as ideologically aligned with the Supreme Leader and a trusted figure within Iran’s inner circle- someone who can be relied upon not to stray from the revolution’s red lines at a moment of maximum vulnerability for the Islamic Republic.

His rise within the leadership structure has also been accelerated by circumstance. Following the death of Ali Larijani, who headed Iran’s Supreme National Security Council, Mohammad Bagher Ghalibaf emerged as one of the dominant figures in Iran’s post-war power landscape.

The posts, blunt and deliberate in tone, reinforced his image as a combative figure unafraid of direct confrontation.

The Two Men Who Matter Most In Islamabad

Within the Iranian delegation- described as broad and high-level, including the foreign minister, the defence council secretary, the central bank governor and several parliamentarians- two figures stand above the rest: Mohammad Bagher Ghalibaf and Foreign Minister Abbas Araghchi. Araghchi has been the public face of Iran’s diplomatic communications throughout the war. But it is Mohammad Bagher Ghalibaf, trusted by the Supreme Leader’s family and carrying the weight of Iran’s conservative establishment behind him, who is leading the room.
