Bengaluru’s pet parents may soon face sweeping changes as the Greater Bengaluru Authority moves to overhaul dog ownership norms in the city. Citing growing complaints over public safety, neighbourhood disturbances and gaps in registration, the authority has drafted a comprehensive regulatory framework aimed at bringing order to the city’s estimated 2 lakh pet dogs.
The proposal introduces household caps, breed-specific guidelines and stricter licensing requirements. Officials say the objective is to create a practical and enforceable system that balances public safety with animal welfare.
One of the most significant proposals is a cap on the number of dogs per household. For independent houses, the draft suggests limiting ownership to three dogs. Owners exceeding this number may face seizure of additional pets, which could be relocated to authorised shelters.
Breed Curbs in Apartments
The authority is reviewing restrictions on certain breeds in apartment complexes. German Shepherds, Rottweilers, Dobermanns and specific hounds are among the breeds under consideration for potential curbs in shared residential spaces. Native Indian breeds and rescued or adopted dogs may receive special consideration, subject to veterinary verification.
Under the draft framework, licensing will be mandatory with annual renewals. Sterilisation will be compulsory for dogs older than 12 months unless medically exempted. Microchipping will also be mandatory, with owners bearing the cost. A valid rabies vaccination certificate will be required for licence approval.
Dogs must be leashed in public areas, and owners will be legally required to clean up pet waste. Veterinary officers may be empowered to inspect homes and verify licences. If a dog is seized, owners must pay Rs 1,000 within 72 hours to reclaim it, followed by a daily holding fee of Rs 200. Unclaimed dogs may be handed over to animal welfare organisations.
GBA Chief Commissioner M Maheshwar Rao has asked city commissioners to consult residents and submit recommendations within a week. Once finalised, the proposal will be sent to the state government for notification.
