In a significant humanitarian initiative, the Thrissur Rural police have announced that individuals addicted to drugs can avail legal relief if they voluntarily undergo de-addiction treatment, under Section 64A of the Narcotic Drugs and Psychotropic Substances (NDPS) Act.

District Police Chief B. Krishnakumar said the move is part of a broader anti-drug strategy that combines strict action against traffickers with rehabilitation for victims of substance abuse.

Under the provision, individuals charged under Section 27 of the NDPS Act or found in possession of small quantities of narcotic or psychotropic substances can be exempted from prosecution if they willingly undergo treatment at a government-run, local body-managed or officially recognised de-addiction centre and submit proof of completion.

However, officials clarified that the legal relief is conditional. If the individual fails to complete the treatment or withdraws midway, prosecution will resume in the registered case.

The initiative is being implemented alongside intensified enforcement measures such as ‘Operation Toofan’ targeting major drug networks. The police said arrangements are being coordinated with government hospitals and de-addiction centres across the district to facilitate treatment.

The District Police Chief emphasised that the benefit is strictly for drug users seeking recovery and will not apply to drug traffickers or suppliers.
