And why does it matter? Data suggests that out of the total 2.50 crore electorate in the state, over 6 lakh new voters are in the age bracket of 18-19 years, with another over 66 lakh in the 20-29 years bracket.
“As Assam heads towards the elections, the inclusive policy approach that the current dispensation has taken towards the state’s youth can certainly become a definitive factor in its electoral performance," said Karavi Barman, assistant professor at the Post-Graduate Department of Law, Gauhati University, news agency PTI reported.

Why Youth Vote Bank Matters?
With Assam heading into assembly polls, it is experiencing a complex unemployment crisis driven by a high volume of educated job-seekers, structural economic issues, and a severe breach of public trust following the Assam Public Service Commission (APSC) cash-for-jobs scam.
While the government reports a decline in the overall unemployment rate to 6.1% in 2023–24 from higher previous figures, registered educated job-seekers reached 21.16 lakh in 2024, highlighting a significant gap between education and employment.
This crisis has made the state’s youth a volatile vote bank, torn between employment aspirations, identity politics, and deep-rooted corruption concerns.
CM Himanta Biswa Sarma — who has positioned himself as a firebrand leader of the BJP in Assam — introduced initiatives like the Chief Minister’s Atmanirbhar Asom Abhijan, with an aim to support over one lakh applicants in 2025 with financial assistance up to Rs 5 lakh.
The APSC Scam: A Breach Of Trust
The APSC scam, unearthed in 2016–17, shattered the hopes of thousands of meritorious students by replacing merit with a “cash-for-job" system.
As of 2025, around 70 people, including 50+ civil and police officials, have been arrested in connection with the case.
Multiple officials have been suspended or dismissed based on the Justice (Retd) Biplab Kumar Sharma Commission report.
Yet, youths in Assam remain a volatile vote bank because they are not inherently aligned with one party but are “evaluative", balancing developmental progress with intense frustration over corruption and lack of employment opportunities.
Multiple media reports suggest major job scams have led to a deep resentment among educated youth voters, as they continue to demand transparency in major competitive exams.
Voting in Assam will be held on April 9, with counting scheduled for May 4.
