A book distributed to government schools in Jammu and Kashmir under the Samagra Shiksha programme has come under scrutiny after intelligence sources alleged that its content contradicts India’s constitutional position on the Union Territory and echoes Pakistani and separatist narratives.

The book, carrying the Samagra Shiksha J&K 2025-26 logo, uses terms such as “Indian Occupied Kashmir (IOK)" and “Indian Held Kashmir" instead of referring to the region as the Union Territory of Jammu and Kashmir, top intelligence sources told CNN-News18.

Anti-India Narratives In Text?

The sources alleged that the publication portrays India as an “oppressive state" and describes its governance using terms associated with colonial and neo-colonial rule.

Sources further claimed that the book includes references that allegedly glorify separatist figures and presents narratives linked to the All Parties Hurriyat Conference (APHC). According to the sources, such content risks lending legitimacy to separatist ideology and is inconsistent with India’s constitutional and legal position on the UT.

Probe Launched Into Publication Process

The matter has also raised questions over the publication process, as the book was reportedly printed and distributed using public funds under the centrally sponsored Samagra Shiksha scheme of the Ministry of Education. Intelligence sources said the government is examining the approval process, including publisher contracts, author payments and the chain of official clearances. They added that investigators are also looking into whether any foreign funding or other financial irregularities influenced the publication.

The sources said authorities are conducting a detailed review of the material and its circulation in government schools. No official statement has yet been issued by the Ministry of Education or the Jammu and Kashmir administration on the allegations.
