As per the new rules, buildings in Tamil Nadu over 750 sqm must have telecom rooms, while those above 2,000 sqm need a certified telecom infrastructure plan

The Tamil Nadu government has reportedly revised the state’s building regulations to ensure better mobile network coverage and faster internet inside large residential and commercial structures.
According to a Times Of India report, the state, under the updated Tamil Nadu Combined Development and Building Rules, 2019, has introduced a compulsory in-building telecom infrastructure (IBS) requirement for bigger projects.
Under the new norms, any building with a built-up area greater than 750 square metres must include designated telecom rooms equipped to support network equipment. For even larger developments — those above 2,000 square metres — developers must submit a detailed telecom service plan prepared and certified by a qualified telecom-networking consultant. All such infrastructure must be durable, protected from water or dust ingress, and structurally capable of housing equipment without risks of displacement or damage.
The updated rules also extend to plotted layouts: plans must now include telecom routes marked as utility lines, and large diameter conduit pipes must be pre-laid along the edges of roads so that telecom cables can be laid later without disrupting the locality.
Officials and industry representatives say the changes aim to reduce call drops, improve indoor signal quality, boost internet speeds, and make buildings ready for expanding services such as 5G.
The requirement to allow access to all authorised telecom service providers is also expected to give residents greater choice and reduce unnecessary digging and cabling work in established areas.
