CBI raids six locations in Chandigarh, Panchkula and Delhi-NCR over alleged 661 crore fund diversion involving Haryana Government, Chandigarh Administration and Vipam Consultancy.

The Central Bureau of Investigation (CBI) on Saturday conducted raids at six locations across Chandigarh, Panchkula and the Delhi-NCR region as part of its probe into an alleged ₹661 crore government fund misappropriation scam involving multiple departments of the Haryana Government and the Chandigarh Administration.
According to officials, the search operation began early in the morning and targeted residences of senior government officials as well as premises linked to a private consultancy firm suspected of playing a key role in the alleged diversion of public funds.
Funds Allegedly Diverted Through Bank Accounts
The CBI said the investigation centres on the alleged siphoning of government funds through accounts maintained with IDFC First Bank and AU Finance Bank.
Preliminary findings suggest that funds belonging to eight Haryana government departments and two departments under the Chandigarh Administration were unlawfully diverted through a network allegedly involving government officials, bank personnel and private entities.
Investigators suspect that certain officials colluded with bank employees to facilitate the opening and operation of accounts through which public money was transferred and allegedly misappropriated.
Consultancy Firm Under Scanner
Among the locations searched were premises associated with Noida-based Vipam Consultancy Private Limited and its director.
According to the agency, proceeds of the alleged crime were routed to the consultancy firm’s accounts before being transferred to the personal account of its director.
The CBI alleges that officials involved in the transactions received undue benefits in exchange for facilitating the movement and diversion of government funds.
Documents and Digital Evidence Seized
During the raids, investigators recovered several documents, electronic devices, property records and other materials believed to be relevant to the case.
Officials said the evidence seized during the searches will be examined as part of the ongoing investigation into the alleged financial irregularities and criminal conspiracy.
How the Investigation Began
The CBI took over the case after assuming charge of one FIR registered by the Haryana Vigilance and Anti-Corruption Bureau (ACB) and two separate cases filed by the Economic Offences Wing (EOW) of Chandigarh Police.
The agency is investigating allegations of criminal conspiracy, embezzlement of government funds, abuse of official position and other financial offences.
Departments Affected
According to investigators, the alleged scam impacted eight departments of the Haryana Government, as well as the Municipal Corporation Chandigarh and Chandigarh Renewable Energy and Science & Technology Promotion Society (CREST).
The agency estimates that government funds worth approximately ₹661 crore were diverted through the alleged scheme.
The CBI has already filed its first chargesheet before a Special Court in Panchkula. The chargesheet outlines the alleged involvement of officials from Haryana Power Generation Corporation Limited and the Haryana School Shiksha Pariyojna Parishad.
Officials said the investigation remains ongoing and further action may follow based on the evidence collected during the latest searches.
