The Delhi government’s Anti-Corruption Branch (ACB) has issued a Look Out Circular (LOC) against pharmaceutical trader Rajiv Kumar Rangila in connection with an alleged multi-crore procurement scam involving medicines, surgical consumables and medical equipment.

Rangila, who has been named in the ACB’s FIR, is currently absconding. The agency has also conducted raids to trace his whereabouts.

According to investigators, Rangila allegedly acted as a supplier and liaison agent in the procurement scam, while secretly controlling several companies that participated in government tenders.

The development comes days after the ACB arrested former Director General of Health Services (DGHS) Dr Vatsala Aggarwal in the same case.

The ACB alleged that Rangila pre-determined supply prices and commission rates with medical equipment manufacturers before tenders were floated. During the investigation, companies including F Med Devices, Technocrats, Raj Shree, Ashi Surgical & Pharmaceuticals and M Sahib & Sons Pvt. Ltd. came under scrutiny. Although these firms were registered in the names of different individuals, investigators alleged they were effectively operated by Rangila.

According to the ACB, tender specifications were allegedly tailor-made to favour pre-selected companies, effectively shutting out genuine competitors. Investigators also alleged that the tender process was manipulated in collusion with government officials to ensure approvals for the selected firms.

The agency claimed that tenders uploaded on the Government e-Marketplace (GeM) and e-procurement portals received bids primarily from companies allegedly linked to Rangila. These firms were reportedly declared eligible despite lacking the required experience and turnover prescribed under the tender conditions.

The ACB probe relates to alleged financial irregularities worth several hundred crores of rupees in procurements carried out by the Central Procurement Agency (CPA) under the DGHS.

Investigators alleged that items including portable X-ray machines, C-arm radiological equipment, anaesthesia workstations, bed sheets, oral rehydration solution (ORS), surgical consumables and medicines were procured at highly inflated prices through manipulated tender processes.

The ACB has alleged that procurement specifications were deliberately designed to favour select suppliers, resulting in the exclusion of genuine bidders and causing losses to the public exchequer running into hundreds of crores.

Based on a complaint from the Directorate of Vigilance, the agency registered an FIR on June 2 under provisions of the Prevention of Corruption Act and the Bharatiya Nyaya Sanhita. Procurement records, tender documents and other related files are currently being examined.

Dr Aggarwal was removed from the post of DGHS on May 21 and placed under “awaiting posting" before being transferred to Guru Teg Bahadur Hospital. She was later suspended on the directions of Delhi Lieutenant Governor Taranjit Singh Sandhu to facilitate disciplinary proceedings.

Separately, the Delhi government has also suspended five pharmacists and two officials of the Central Procurement Agency after an internal inquiry reportedly found serious irregularities in the procurement, storage and management of medicines.
