The New Delhi government, in an attempt to make government services more accessible and citizen-friendly, is preparing to launch trials of a new WhatsApp-based governance project next month, which will enable citizens to apply for necessary documents such as birth certificates, caste certificates, and other government documents directly through the popular messaging service.
As per the proposed plan, Delhi citizens will be able to send requests and receive government certificates through WhatsApp messages. The project is likely to start with a limited number of services before a full-scale launch, with a focus on certificates that are required on a periodic basis for school admissions, public distribution scheme membership, and job applications.
According to reports, the initiative is a part of the state’s overall digital governance initiative, which aims to use common technology to make government interactions seamless and efficient, especially for those who find it difficult to visit government offices.

If the initiative is rolled out, Delhi will be added to the list of states such as Andhra Pradesh and Telangana, which have combined mobile and web services for land records, bill payments, and grievance redressal, thus cutting down turnaround times and making the process more transparent.

For example, Bangladesh’s ‘Hello Sarkar’ service utilises mobile apps and SMS for public grievances and tracking. In the United Arab Emirates, various federal services are available on WhatsApp bots and messaging interfaces, allowing citizens to renew their licenses and get government notifications instantly.

Verification of documents and identities through a messaging service could be problematic, requiring robust backend verification systems to avoid misuse and impersonation. Additionally, government data is often scattered in outdated systems. Backend integration with WhatsApp governance would require considerable effort.
Although WhatsApp allows multiple languages, ensuring that the service and automated interfaces are friendly to the linguistic diversity of India would require careful planning.
