Delhi Police’s Special Cell has busted an ISI-sponsored inter-state terror and arms smuggling network, arresting four accused allegedly involved in plotting a terror strike in the national capital under the directions of a Pakistan-based handler.

According to police, three accused were arrested from Punjab, while the fourth was apprehended in Delhi following technical surveillance and coordinated raids across multiple states. Investigators identified the Pakistan-based handler as Shahzad Bhatti, who was allegedly directing the module.

During the operation, police recovered two foreign-made pistols — a Zigana and a .30 bore pistol—along with nine live cartridges and five mobile phones from the accused. The suspects were allegedly in touch with Pakistani handlers through foreign mobile numbers to evade surveillance by Indian security agencies.

The investigation further revealed that weapons and narcotics were being smuggled into India from Pakistan using drones.

Police identified the prime accused as Shubhdeep Singh, who has previously been arrested by Punjab Police in an NDPS case. Two other accused, Gurjant Singh and Sajan Singh, were allegedly involved in receiving consignments of weapons and narcotics dropped by drones from across the border. Sajan Singh also has a previous NDPS case against him.

The fourth accused, Gaganpreet, was arrested in Delhi. According to investigators, he had been tasked with conducting reconnaissance of religious places, police stations and police pickets in the capital. He was also allegedly assigned the task of carrying out a shooting attack on police establishments in Delhi.

Delhi Police said the entire module was dismantled following sustained technical surveillance and intelligence-led operations. An FIR has been registered under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Arms Act, and further investigation is underway to identify the network’s wider links and possible associates.
