The Delhi government is set to begin trial runs of its WhatsApp-based governance platform next month, enabling citizens to access nearly 50 public services.

The Delhi government is preparing to roll out trial runs of its proposed WhatsApp-based governance initiative next month, officials said on Sunday, as authorities move towards expanding faceless and technology-driven delivery of public services.
The project seeks to bring a wide range of government services onto a single WhatsApp platform, allowing residents to apply for and receive official documents, including birth certificates and caste certificates, through a digital interface without visiting government offices.
News agency PTI quoted officials as saying that the initiative is aimed at simplifying access to services by leveraging a communication platform already widely used by citizens.
“The project is in the final stages, and a trial run is likely around next month. Also, some concessionaires have been empanelled through bidding to run the project," a senior government officer told PTI.
According to officials, the system will function through artificial intelligence-enabled chatbots integrated with WhatsApp’s dynamic flow features.
These tools will allow users to submit service requests, receive automated responses, track application progress and obtain certificates digitally.
Authorities said the platform is being designed as a user-friendly, round-the-clock governance interface to improve convenience and accessibility.
The digital governance model is expected to significantly reduce the need for people to physically visit departmental offices.
Officials noted that applicants will receive real-time updates on their requests, helping ensure timely processing and greater transparency in service delivery within stipulated timelines.
Nearly 50 services offered by different government departments have already been identified for inclusion in the initial phase of the project, officials said, adding that the integration process is currently underway.
The Delhi government’s Information and Technology Department is spearheading the development and implementation of the initiative.
Officials said the department is coordinating with multiple agencies to ensure smooth deployment of the system ahead of the trial phase.
As part of the execution plan, authorities will also develop a centralised dashboard to monitor and manage interactions between government departments and applicants in real time.
The dashboard is expected to help officials track service requests, oversee departmental performance and address delays more efficiently.
Officials said the WhatsApp governance model is intended to streamline public service delivery by combining digital tools with automated communication systems, thereby improving efficiency while making services more accessible to residents.
The upcoming trial run will help the government assess operational readiness before a broader rollout of the platform.
