Assam Assembly Elections 2026: As Assam heads into the 2026 assembly elections, chief minister Himanta Biswa Sarma finds himself at the centre of a sharply polarised political narrative that pits his development record against his reputation for hardline governance.

For the Bharatiya Janata Party (BJP), Sarma is the architect of its rise in the Northeast and the face of a governance model built on delivery and decisiveness. To the Opposition, Sarma is the personification of muscular politics that involves eviction drives, identity politics, and “bulldozer" governance.

With elections around the corner, Sarma’s reputation is being tested in his toughest electoral challenge yet.

The Strategist Who Became the Face

Sarma’s political evolution—from a senior Congress leader to the BJP’s key strategist in the Northeast—is central to his appeal. After switching sides in 2015, he emerged as the party’s principal troubleshooter, helping expand its footprint across the region.

According to The Hindu, he became the BJP’s “go-to man" in Assam, known for his ability to “put out many fires" within both the government and the organisation. That reputation for political management and administrative control paved the way for his elevation as chief minister in 2021.

Development as the Core Pitch

In the run-up to the 2026 elections, the BJP is using Sarma’s governance credentials.

The BJP is banking on its initiatives in developing infrastructure, increasing connectivity, welfare schemes for women and other marginalised sections of society, improvement in healthcare and education, and positioning Assam as an economic gateway to Southeast Asia.

In Jalukbari, Sarma’s home turf, this has meant electoral dominance. According to data from India TV, Sarma has comfortably won from Jalukbari every time. This is because of his strong personal connect with voters in his home turf.

The Bulldozer Image

Yet, Sarma’s tenure has also been defined by a more controversial governance style.

His government’s eviction drives, aimed at clearing alleged encroachments on forest and government land, have become a defining feature of his administration. Defending the policy, Sarma has said eviction operations are conducted “as per law" and based on due process.

In a recent campaign remark, he declared he would “break the backbone of infiltrators", underlining a no-compromise stance on illegal immigration and land encroachment. He has also indicated that these drives will intensify if re-elected, promising large-scale clearances of encroached land after the polls.

Critics, however, argue that these drives disproportionately affect vulnerable communities and reflect a broader shift towards “bulldozer politics", where strong, visible state action becomes a political signal.

This has been accompanied by a firm stance on illegal immigration, assertive identity politics, and a law-and-order-first approach.

Carefully Balanced Political Strategy

What sets Sarma apart is his ability to blend development with identity politics.

According to The Times of India, the BJP’s 2026 strategy in Assam rests on combining governance delivery with cultural and demographic narratives. Sarma has been central to executing this balance, appealing simultaneously to urban voters seeking growth and to indigenous communities concerned about land and identity.

The 2026 Challenge

However, the election is not without risks.

While the Congress, led in part by Gaurav Gogoi, is trying to counter Sarma’s dominance by making unemployment, economic crunch, and social fallout of eviction drives an election issue, there is also the larger question of whether the BJP can maintain its coalition of support in Assam in the face of changing regional realities and anti-incumbency sentiments.

However, Sarma remains the BJP’s biggest asset in Assam, not just as chief minister but also in terms of the role he plays in framing the party’s election narrative in the state.

The Assam election in 2026 is, in many ways, a referendum on Sarma’s style of governance in Assam. Is Assam voting for a leader who promises to deliver development with speed and scale? Or is Assam voting for a leader who is pushing a politics of strong enforcement and identity assertion?

For Himanta Biswa Sarma, the answer to that question will not only decide his own future but also the template of governance that defines Assam’s future.
