France Issues Wartime-Style Order To Hospitals: Brace For ‘Major Engagement’ By 2026

France Health Ministry directs hospitals to prepare for a major crisis by March 2026.

The order comes amid growing fears across Europe of escalating conflict between Russia and NATO countries.

France ordered its hospitals to brace for a potential large-scale crisis by March 2026, directing regional health authorities to prepare for what it described as a “major engagement" that could involve caring for thousands of wounded soldiers.

The instruction came in a letter sent by the Health Ministry on July 18, parts of which were first reported by Le Canard enchaîné. It urged hospitals to be ready to handle both French and foreign troops within 10 to 180 days, should a conflict break out. The ministry also raised the possibility of temporary medical centres being set up near airports, ports, train and bus stations to treat or reroute foreign personnel back to their home countries.

France Anticipating A Crisis?

France Health Minister Catherine Vautrin sought to calm speculation, saying the directive was part of a broader crisis-preparedness policy, not a response to any specific threat. The minister said, “It is perfectly normal for the country to anticipate crises and their consequences. This is part of anticipation, just like strategic stockpiling."

The minister added that France must avoid repeating the unpreparedness exposed during the Covid-19 pandemic.

Rising Concerns In Europe

The order comes amid growing fears across Europe of escalating conflict between Russia and NATO countries. France has already stepped up defence spending to 3–3.5% of GDP and recently released a “survival guide" advising citizens on how to prepare for armed conflict, nuclear strikes or natural disasters.

The 20-page manual, in development since 2022, recommends households keep essential supplies such as food, water, batteries and first aid kits. Officials insist it is part of general readiness planning.
