New Delhi: The self-enumeration exercise as part of the first round of data collection for Census 2027 will begin from Wednesday in New Delhi Municipal Council and Delhi Cantonment Area.Residents can log in through the CMMS app or the official portal, www.se.census.gov.in, and complete the process online, an official said, adding that the name of the head of the household cannot be changed once registered.“Only one mobile number can be used per household, and the same cannot be used for any other household. The language selected by people on the website cannot be changed later,” said the official.For location details of residence, people will need to select their district, enter the pin code and the name of their village or town, locality and nearby landmark and click search. “To facilitate this, a map will appear with a red marker, which people can drag to the exact location of their residential building. A confirmation message will appear for validating the location information. Thereafter, people can fill in the houselisting and housing census questionnaire, for which the required information is available on the website and app,” said the official.
After submission, a self-enumeration ID (SE ID) will be generated and shared via SMS or email. This ID will be crucial when enumerators visit households later for verification.While residents can submit their data independently, physical verification by enumerators will remain a key part of the process. Between April 15 and May 15, field staff will visit households to verify entries, allow corrections if needed and freeze the data thereafter.
From May 1 to May 15, the self-enumeration facility will be extended to areas under Municipal Corporation of Delhi (MCD).Govt plans to use extensive administrative machinery for the exercise. The divisional commissioner will serve as the census commissioner, supported by 13 district magistrates who will serve as special census commissioners. Additional district magistrates will function as district census officers.At the field level, the city has been divided into 250 charges in MCD areas, nine in NDMC and one in Delhi Cantonment. Each charge will be headed by a designated officer. In NDMC areas, these roles will be handled by ADMs and chief engineers, with a separate charge created for VVIP zones, including areas housing key constitutional authorities. The cantonment area will also have its own dedicated charge officials. In MCD areas, the charge officers will largely be principals.Delhi will have 45,000-46,000 house listing blocks, each covering 180-200 households. Every block will be assigned one enumerator, with supervisors overseeing the work of six enumerators each.The houselisting exercise will capture detailed information across 33 parameters. These include identification details, such as building and census house numbers, structural aspects like floor, wall and roof materials, and household-level data, such as the number of residents and socio-economic category of the head of the household.The questionnaire will cover living conditions and amenities, including water source, sanitation facilities, type of fuel used for cooking and access to electricity. It will also seek information on assets such as televisions, internet access, computers and vehicles, along with dietary indicators like the main cereal consumed.
