Haryana Governor Ashim Kumar Ghosh on Friday (February 20, 2026) said the State government is giving top priority to peace, security and the rule of law in the State, even as Haryana has secured second rank in the country in the implementation of the three new criminal laws.
“As a result of the government’s commitment to women’s safety, crimes against women have decreased by 16% in 2025. Haryana leads the nation in the fight against cybercrime, by saving 36% of fraud amounts in real time and blocking 1.5 lakh fraudulent mobile numbers, securing ₹256 crore assets of our citizens,” he said, addressing the State assembly during the ongoing Budget session in Chandigarh.
The Governor said that the crime against women in respect of the Scheduled Castes has been declining for the last 4-5 years.
“The number of cases of outraging the modesty of such women has come down to 83 in the year 2025 from 257 in the year 2021, witnessing a 67% reduction over a period of 4 years. The incidence of rape cases decreased from 211 in 2022 to 105 in 2025, marking a 50% reduction, kidnapping cases have seen a reduction from 23 in the year 2020 to 10 in 2025, showing a decrease of almost 50% from the year 2020. The total number of cases registered exclusively under provisions of The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act have come down to 48 in 2025 from 132 in 2021,” he said.
The Governor said that striking a blow to organised crime, the State police have busted 426 criminal gangs and ensured the extradition and deportation of 15 gangsters who had taken refuge abroad, resulting in a 40% reduction in extortion incidents.
He said the State government has replaced “red tape” with “red carpet” to transform Haryana into one of India’s most trusted investment destinations.
“Policy clarity, strong infrastructure and reform-driven governance have significantly boosted investor confidence, attracted record investments and accelerated employment generation across the State.
He said Haryana is now firmly positioned as a preferred hub for global and domestic investors. “As global supply chains continue to evolve, the State’s National Capital Region is developing into a major logistics hub. In 2023–24, the State’s total exports touched a historic figure of Rs. 2.75 lakh crore. Further, in the fiscal year 2024-25, our merchandise exports from the state touched a historic figure of Rs. 1,61,707 crores, registering a robust growth of over 10.62% from the previous year,” he said.
