In a first-of-its-kind move, the Kerala government has created a dedicated portfolio for Artificial Intelligence (AI) in its new cabinet, signalling a push to position the state as a major hub for emerging technologies and digital innovation.

According to the portfolio allocation approved by Governor Rajendra Arlekar, senior IUML leader P.K. Kunhalikutty has been assigned charge of Industries and Commerce, Information Technology, Artificial Intelligence, Startups, Mining and Geology, and Handlooms & Textiles. The inclusion of AI as a separate responsibility marks a notable departure from the usual practice of grouping it under broader IT departments.

The move comes days after the Congress-led United Democratic Front (UDF) returned to power in Kerala after a decade, with V.D. Satheesan taking oath as Chief Minister.

Kerala has increasingly sought to build an AI-focused ecosystem in recent years. The state has previously announced plans for a dedicated AI policy, recognised artificial intelligence as a priority sector in industrial policy and hosted international AI and GenAI conclaves aimed at attracting investment and talent.

The state’s long-term IT Vision 2031 also includes ambitious AI goals, such as creating the Kerala Artificial Intelligence Mission (K-AIM), training one million citizens in AI skills and attracting significant private investment into the sector.

Kerala has already introduced AI initiatives in education, startups and public services, with programs focused on AI and machine learning training, AI-enabled recruitment systems and technology-driven governance models.

The creation of a standalone AI portfolio is expected to strengthen policy coordination and investment efforts as states across India compete to become centres for artificial intelligence development and digital industries.
