Iran’s Deputy Foreign Minister Kazem Gharibabadi on Wednesday said that his country will welcome any initiative to establish peace in West Asia by major powers, like India, while adding that one BRICS member country has prevented the group from reaching a consensus over the ongoing regional conflict.

The minister added that Tehran is developing a new service-and-payment-based framework for the merchant vessels which will pass through the Strait of Hormuz, in accordance with international norms.

Gharibabadi, who is currently in New Delhi, said that “one member country" of the BRICS has demanded to condemn Iran, which has blocked the group from reaching a unified position on the Middle East conflict.

According to news agency PTI, the leader was making an apparent reference to the United Arab Emirates.

“We want India’s BRICS chairship to be successful. It is not a good approach to send a signal to the world that the BRICS is divided. One country is insisting to condemn Iran," Gharibabadi said.

“We have not attacked neighbouring countries. They handed their territories to the US to launch an attack on us. We never insisted that Arab countries should be condemned as they allowed their military bases to the US," he added.

Gharibabadi said India has shown “impartiality" as a chair of the BRICS.

The comments of the senior Iranian leader came a day before India hosts a conclave of the foreign ministers of the BRICS. The annual summit of BRICS will be held in September.

Iran’s Foreign Minister Abbas Araghchi and his Russian counterpart Sergey Lavrov will be attending the two-day conclave, which is likely to discuss the West Asia crisis and its massive impact on energy supplies.

It is only a matter of time till the world will know if the foreign ministerial conclave manages to reach a consensus statement on the conflict in West Asia.

The different stances of Iran and the UAE, both members of the BRICS, have stalled the efforts of India to build a consensus position on the US-Iran war.

Iran Welcomes India’s Peace Efforts

Looking back at the historic, cultural and civilisational relations between India and Iran, Gharibabadi said that Tehran welcomes any initiative taken by New Delhi to establish peace and stability in West Asia, which will be beneficial for all the countries.

“India has always supported peace. It is in favour of peace and stability in the region. We will welcome whatever initiative India takes for peace," Gharibabadi said.

Speaking on Pakistan’s role as mediator between Iran and the US, the deputy foreign minister said that Tehran would welcome any such diplomatic efforts.

“Pakistan is only a facilitator. We will welcome all such initiatives," he said. On the Chabahar port project, the deputy foreign minister said Iran is committed to the project, and it is for India to decide their next steps, keeping in mind the US sanctions on it.

‘Iran Will Open Strait Of Hormuz If US Lifts Blockade On Iranian Ports’

Iran’s deputy foreign minister said that his government is willing to open the Strait of Hormuz if the United States agrees to remove the blockade from Iran’s ports, end hostilities and release Tehran’s frozen assets.

Gharibabadi said that Iran is working with Oman on a framework for moving the merchant ships through the key waterway, in accordance with international norms and standards.

As per the new initiative, Oman and Iran will provide merchant ships with navigational and other services, and they will charge fees depending on the quantum of cargo and the size of the ships, the minister said.

“The Strait of Hormuz will be better than before once peace returns. There will be transparency, and we will not allow any discrepancy," he added.

Gharibabadi said Iran has permitted several Indian vessels to transit through the Strait of Hormuz and can grant permission to some more ships to head home.

The deputy foreign minister said that if they open the Strait of Hormuz now, the waterway can be used for military purposes against Iran.

‘US Not Serious About Ending War’

Gharibabadi, who was also part of the Iranian negotiating team, said that the United States has gone through a strategic loss in the war and said that they are not serious about ending the war through diplomacy.

Gharibabadi is currently in New Delhi as part of the Iranian delegation, which will participate in the BRICS conclave.

As the conflict escalated in the Middle East, Iran appealed to India, which is the current BRICS chair, to leverage its “independent role" to stop the US-Israel hostilities against Iran.

BRICS, which originally comprised Brazil, Russia, India, China, and South Africa, expanded in 2024 and included Egypt, Ethiopia, Iran and the United Arab Emirates. Indonesia also joined the group in 2025.

External Affairs Minister S Jaishankar will chair the BRICS meeting.
