A suspected terror plot to disrupt railway traffic and trigger large-scale panic in Uttar Pradesh has been foiled, with investigators uncovering links to handlers based in Pakistan and a wider network allegedly being funded from abroad.
The Uttar Pradesh Anti-Terrorism Squad has arrested four suspects, including a key accused from Meerut, who was in direct contact with an ISI handler, according to initial findings.
Investigators believe the group was planning to target a railway signal box near Lucknow railway station.
The plan involved setting the signal system on fire to disrupt train movement and potentially cause a major accident, raising the risk of casualties and widespread panic.
FOREIGN HANDLER AND FUNDING TRAIL
The main accused, identified as Saqib alias Devil from Meerut, is believed to have been in direct contact with an ISI handler based in Pakistan.
According to investigators, funds were routed to Saqib, who then distributed money to other members of the group.
Authorities say the handler would share Google location screen recordings, following which the accused sent back photos and videos of targeted locations.
SURVEILLANCE OF KEY LOCATIONS
The group had allegedly carried out reconnaissance across several cities, including Lucknow, Ghaziabad and Meerut.
Photos and videos of key establishments and vehicle showrooms were collected and shared, suggesting detailed planning.
ARSON AND DISRUPTION PLANS
Apart from railway sabotage, the accused were also planning x.
Investigators believe the group intended to target trucks carrying gas cylinders and set fire to vehicle showrooms to cause economic damage and create chaos.
RADICALISATION AND RECRUITMENT
Authorities say the accused were influenced and motivated through online propaganda.
The Pakistan-based handler allegedly invoked names such as Osama bin Laden, Farhatullah Ghori, Kashmir Mujahideen and Ghazwa-e-Hind to incite the group.
Two of the accused, Lokesh alias Papla and Vikas alias Raunak, are believed to have come in contact with Saqib after seeing his social media posts featuring weapons.
Another accused, Arbaab, was also in touch with the handler, according to investigators.
LEGAL ACTION AND REMAND HEARING
All four accused are set to be taken on remand by the UP ATS for further questioning.
Authorities have sought a one-week custody, and a hearing on the remand application is scheduled to take place in a special NIA ATS court.
