Delhi Police’s Special Cell, in coordination with the Uttar Pradesh Anti-Terrorism Squad (ATS), has arrested a suspected ISIS terrorist, Rizwan Ahmed, in a major counter-terror operation in Uttar Pradesh’s Kushinagar. Officials said Ahmed is being brought to Delhi on transit remand for further interrogation, with investigators expecting more leads and possible arrests in the coming days.
Counter-intelligence sources told India Today, Rizwan Ahmed has had links with ISIS since 2015 and is believed to have played a key role in recruitment activities within India.
Authorities suspect he was actively involved in radicalising and "brainwashing" multiple individuals, building a network aligned with extremist ideology.
His interrogation is expected to shed light on the extent of this network and its operational reach.
During the operation, security agencies recovered bomb-making materials, incriminating documents and jihadi literature from his possession, indicating preparation for potential terror activities.
Officials also revealed that Ahmed had previously been detained in 2015 in connection with terror-related activities and was lodged in Arthur Road Jail in Mumbai at the time.
His re-emergence in the terror ecosystem has raised concerns among security agencies about sleeper cells and reactivation of old networks.
Investigators believe Ahmed may have been working to revive recruitment channels and possibly facilitate logistical support for extremist operations.
His role is being closely examined to determine whether he had direct links with foreign handlers or was operating as part of a larger domestic module inspired by ISIS ideology.
This arrest comes a day after the UP ATS busted another suspected terror module with alleged links to Pakistan-based handlers.
Four individuals were arrested for planning attacks on critical infrastructure, including railway systems. The main accused, Saqib alias “Devil,” was reportedly in contact with handlers through encrypted platforms such as Telegram, Signal and Instagram.
Officials said the group had conducted reconnaissance in multiple cities, including Ghaziabad, Aligarh and Lucknow, and shared sensitive information, including locations and videos, with foreign handlers. They were allegedly planning sabotage operations targeting railway signalling systems and vehicles carrying gas cylinders to create panic and economic disruption.
A case has been registered under relevant provisions of the Bharatiya Nyaya Sanhita and the Unlawful Activities (Prevention) Act, with further investigations underway.
