The National Highways Authority of India (NHAI) has initiated strict disciplinary proceedings following a highly publicised road surface cave-in on the newly inaugurated Delhi-Dehradun Economic Corridor. Taking immediate action after a video of the damaged infrastructure circulated widely on social media, the authority suspended the team leader of the authority engineer and the project manager of the Engineering, Procurement, and Construction (EPC) contractor.
In addition to the high-level suspensions, NHAI issued formal show-cause notices to the project director, the third-party authority engineer, and the primary contractor. The highway contractor faces severe regulatory repercussions, having been asked to explain why the firm should not be designated a non-performer and officially debarred from participating in future government highway projects.

The structural failure occurred near Kheda Mastan village in the Baghpat district of Uttar Pradesh during heavy, continuous overnight downpours. Defending the structural integrity of the broader project, the highway authority clarified that the cave-in was primarily driven by severe, localised water stagnation. According to officials, a permanent cross-drainage system meant to channel water away safely across the median could not be commissioned because of persistent resistance from local residents.
Landowners in the area reportedly blocked the integration of the necessary balancing culvert, opting to utilise the open structure as an unauthorised vehicular crossing point. Furthermore, critical permanent slope protection works and chute drains remain incomplete due to an ongoing land arbitration dispute. Without these structural protection measures, accumulated rainwater pooled heavily along the active carriageway, ultimately undermining the road surface.
Interim Fixes and Traffic Management
The structural damage was first flagged by a routine highway patrol team in the early hours of Wednesday morning. Restoration work was initiated immediately, and the authority has since repaired the damaged section, reopening it to ensure the safe and uninterrupted movement of commuters.
To mitigate the risk of further damage during the monsoon season, engineers have commenced the construction of an interim parallel drain stretching approximately 1.5 kilometres. This temporary solution involves altering the drainage gradient to redirect accumulated surface water towards a functional disposal point further down the route, bypasssing the contested culvert area. The 213-kilometre, six-lane access-controlled expressway, which was built to slash travel times between Delhi and Dehradun from six hours to under three hours, remains under continuous monitoring while local authorities seek to resolve the lingering land disputes.
