Odisha Budget 2026-27: Mohan Majhi presents ₹3.10 lakh crore plan with focus on capital outlay

Odisha Chief Minister Mohan Charan Majhi, who is also the State’s Finance Minister, on Friday (February 20, 2026) presented a ₹3.10 lakh crore Budget for the financial year 2026-27, with a capital outlay of ₹72,100 crore, accounting for 6.5% of the Gross State Domestic Product and 23.3% of the total State Budget.

“The percentage of capital outlay of GSDP and State budget is one of the highest among all major States in the country,” said Mr. Majhi.

“We will build world class infrastructure for our future generation. I propose to develop the new major road projects including Berhampur-Jeypore Road of 287 km length at an approximate investment of ₹9,000 crore,” he elaborated.

“Similarly, NaMo Expressway which will connect Paralakhemundi in the district of Gajapati to Ambahona in the district of Bargarh as part of East-West Corridor and Atal Express Way (969 km) will connect Motu of Malkanagiri district to Tiringi of Mayurbhanj District as part of North-South Corridor will be taken up,” Mr. Majhi said

The Odisha CM also announced ₹7,500 crore for upgradation of State Highways and major district roads to standard specifications, construction of major bridges and for smooth traffic flow in urban areas.

“Sufficient allocation has been made for projects Improvement of Jayadev Vihar-Nandankanan Road. Construction of the second High Level bridge over the river Kathajodi (Subash Bose Setu), construction of the Keonjhar Bypass Road, construction of the Burla Ring Road from NH53 MCL Chowk to Baijamunda Village Chowk, widening and strengthening of the Bhawanipatna-Khariar Road (SH-16), improvement of the Phulnakhara-Niali-Madhaba Road, and construction of an HL bridge over the river Mahanadi between Narsinghpur and Baliput will be taken up,” he said.

The State government recently launched the comprehensive economic plan for the Bhubaneswar-Cuttack-Puri-Paradip Economic Region (BCPPER) in order to give a push to the State’s economy.

“Using BCPPER as the model, the State will also activate three additional agglomerations: BargarhJharsuguda-Sambalpur (BJS), Berhampur-Chhattrapur-Gopalpur (BCG), and Jeypore-Koraput-Sunabeda (JKS) to nurture them as economic clusters. The rollout will be done in a phased manner,” Mr. Majhi said.

He announced a new initiative ‘CM-SAMPADA’ to improve the quality of life for residents in mining-affected areas through a unique four-pronged approach, accelerate, top-up, initiate, and monitor, by leveraging fundings from extra budgetary resources like District Mineral Foundation.

Stating that it is matter of concern that basic amenities like road, power, and drinking water have not reached all citizens of the State even 78 years after independence, the Odisha CM said, “to address the issue with a time bound implementation framework on three defined principle set ‘Speed, Scale and Standard’ under the initiative ‘Mission PoWaR’. Three basic amenities such as power, drinking water and last mile connectivity will be provided to every revenue village by 2026-27.”
