Only 52k households opt for self-enumeration in NCR as door-to-door Census house listing begins today

Between May 7 and 21, only 52,000 households across Ghaziabad and Noida, out of an estimated 20 lakh, submitted the online self-enumeration forms

Noida/Ghaziabad: The voluntary self-enumeration phase of the housing Census concluded on Thursday. From Friday, around 15,000 enumerators will begin physical house listing and housing Census operations across Ghaziabad and Gautam Budh Nagar districts as part of the first phase of Census-2027.Between May 7 and 21, only 52,000 households — out of estimated 20 lakh households — submitted the online self-enumeration forms across Ghaziabad and Noida ahead of the door-to-door house-listing exercise beginning now.Officials said around 35,000 households submitted self-enumeration forms in Ghaziabad district, while nearly 17,000 households completed self-enumeration in Gautam Budh Nagar. The self-enumeration process allowed residents to submit housing details digitally before the field survey commenced.Additional district magistrate (finance/revenue) and additional district census officer of Ghaziabad Anjani Singh told TOI, “Over 35,000 people have completed the self-enumeration exercise in Ghaziabad. We have reviewed arrangements for the house listing and housing census (HLO), which will be conducted across the district from Friday. Charge officers have appointed enumerators and supervisors for the exercise.”

In Ghaziabad, the administration has divided the district into 7,848 house-listing blocks, each estimated to cover around 150 houses. Officials said the district has an estimated 11.7 lakh houses and over 9,000 enumerators have been deployed for the exercise.In Gautam Budh Nagar, authorities have created 5,914 house-listing blocks for the survey. The district has an estimated 8.87 lakh houses, and more than 6,000 enumerators will carry out the door-to-door enumeration.Officials said enumerators and supervisors have been instructed to visit their assigned areas, identify field locations and prepare layout maps between May 22 and May 23. They have also been directed to ensure successful login and operational readiness on the HLO application before the survey begins.District administrations in both districts have instructed enumerators and supervisors to perform Census-related work before and after regular office hours to ensure timely completion of the exercise.

Enumerators have not only been assigned from govt departments like district administration, govt schools and local authorities, but also from private schools and PSUs (public sector undertakings).Noida DM Medha Roopam said, “As administration doesn’t have as many staffers as many enumerators are required, we will be tapping staffers from PSUs. Under the provisions of the Census Act, they will be considered govt officials and will be paid for enumeration as well.”Officials warned that strict action would be taken against personnel found absent or negligent during the census operations under relevant provisions of the Census Act, 1948. Charge officers have also been directed to closely monitor field staff and review the progress of work on a daily basis to ensure adherence to the timelines and guidelines issued by the directorate of census operations.
