The Lok Sabha witnessed a massive uproar on Tuesday after Leader of Opposition Rahul Gandhi attempted to raise the 2020 India-China confrontation, citing an unpublished memoir of former Army Chief General Manoj Mukund Naravane.

The Chair disallowed the reference after the government objected, stating that an unpublished book could not be quoted under parliamentary rules.

Despite repeated objections, Rahul Gandhi insisted on making his point but was unable to complete his remarks as sloganeering and disruptions intensified.

The turmoil forced multiple adjournments of the House, during which some MPs allegedly threw pieces of paper towards the Speaker’s Chair, further escalating tensions.

When proceedings resumed for the fourth time at around 3 pm, Union Parliamentary Affairs Minister Kiren Rijiju moved a resolution seeking the suspension of MPs involved in the disorder for the remainder of the session.

The proposal was adopted by a voice vote. For the second time, papers were thrown at the direction of the Chair.

Subsequently, eight MPs were suspended for the entire Budget Session for what the Chair described as a serious breach of parliamentary decorum.

Those suspended include Congress MPs Hibi Eden, Amarinder Singh Raja Warring, Manickam Tagore, Gurjeet Singh Aujla, Kiran Kumar Reddy, Prashant Padole and Dean Kuriakose, along with CPI(M) MP S. Venkatesan.

Strongly condemning the incident, the Chair said such conduct undermined the dignity of Parliament and would not be tolerated, particularly during the Budget Session.

The Bharatiya Janata Party also announced that it would submit a formal complaint to the Lok Sabha Speaker over the disorder and the alleged act of papers being hurled towards the Chair.

The suspensions triggered sharp protests from the Congress, with Rahul Gandhi and other party MPs staging a demonstration at the Makar Dwar of Parliament.

Congress leader Priyanka Gandhi Vadra termed the suspensions “ridiculous," arguing that in a democracy, every elected representative must be allowed to speak and have their concerns heard.

Meanwhile, Union Minister Giriraj Singh criticised the Opposition for what he called “indiscipline" in the House, warning that Parliament could not function amid chaos.

He further alleged that during the uproar, a member climbed onto the General Secretary’s table and damaged official documents.

Describing the behaviour as “unfortunate," Singh stressed that parliamentary proceedings must adhere strictly to established rules and procedures.
