The Union Territory of Puducherry is set to undergo polls, with identity, governance, and political pragmatism shaping the narrative and ground reality in the Union Territory.
The stage is set for a direct battle between the ruling National Democratic Alliance (NDA) and the DMK-Congress alliance. Polling will be held on April 9, followed by vote counting on May 4.
Although demands for statehood have resurfaced in Puducherry, it isn’t utterly devoid of contradictions. Experts opine the Union Territory’s dependence on central grants and its low-tax regime, particularly on liquor and vehicle registration, create obstacles for full-statehood.
Yet, on the ground, hyperlocal politics takes the centre stage.
Puducherry’s French Heritage
When talking about the politics shaping Puducherry, one cannot overlook the French heritage the Union Territory has cherished over the years.
The city is split into the “White Town" (French Quarter) and “Black Town" (Tamil Quarter). The French Quarter features colonial villas, tree-lined boulevards, pastel-colored buildings with ornate wooden grills, and a grid street pattern, distinguishing it from the rest of the country.
Described as a “rare fusion of Tamil soul and French urbanity", this includes bilingualism (French-Tamil), Creole cuisine, and the celebration of Bastille Day (July 14).
Why Voters Want To Preserve It?
Pertinent to note that the French character is the foundation of Puducherry’s tourism industry, which is a major employer. Voters support parties that promise to protect this heritage, as it maintains the city’s unique charm, which brings in revenue.
Voters often see Puducherry as cosmopolitain and distinct from Tamil Nadu, reducing the appeal of purely Dravidian parties. The French legacy provides a unique identity that voters feel sets them apart and necessitates special administrative status, such as the fight for statehood.
Voters believe in aligning with the central government to preserve their unique, low-tax status, leveraging the Union Territory (UT) setup that was created to preserve this specific cultural legacy.
