The Karnataka State Police Complaints Authority has written to the State government, urging it to permit mutual transfers of eligible police personnel across districts.

In a letter addressed to the Chief Minister and the Director General and Inspector General of Police, Karnataka, a member of the SPCA, Mohan Kumar Danappa, highlighted the concerns of police constables serving in Civil, CAR (City Armed Reserve), and DAR (District Armed Reserve) units.

He pointed out that while the Karnataka State Police (Transfer) Special Rules, 2022 — amended and implemented from February 22, 2023 — allow transfers under certain conditions, the provision for mutual transfers between personnel has been discontinued. This, he said, has left many eligible staff deprived of an important option.

According to the letter, many police personnel are currently serving far away from their native districts after recruitment. Due to family responsibilities, including caring for elderly parents and managing households, several personnel are facing severe mental stress. Limited leave availability and staff shortages have further worsened the situation.

Mr. Danappa noted that some personnel have even expressed dissatisfaction on social media, while others are reportedly considering resigning due to personal hardships.

He emphasised that allowing mutual transfers would not create vacancies or impose any financial burden on the government, as it only involves the exchange of postings between two willing personnel.

Citing reports of possible protests by affected staff, Mr. Danappa urged the government to take the matter seriously and to facilitate mutual transfers in a transparent manner.

He further stressed that addressing these concerns would help reduce stress among lower-rank personnel and improve the overall efficiency in the police department.
