Ex IAS officer and VK Pandian's wife Sujata Rout Karthikeyan has joined BJD
Former IAS officer Sujata Rout Karthikeyan, wife of former bureaucrat-turned-politician V.K. Pandian, officially joined the Biju Janata Dal (BJD) on Thursday in the presence of party president Naveen Patnaik, setting off fresh political discussion over the party’s future direction after its electoral setback in Odisha.
Welcoming her into the party at the BJD headquarters in Bhubaneswar, Patnaik said Sujata would start as an ordinary member and use her administrative experience to work for people, especially women. He also rejected suggestions that her entry was linked to any succession plan and asserted that he would continue to lead the party in future elections.
Sujata’s entry has drawn attention because of both her administrative record and her association with V.K. Pandian, once considered one of Naveen Patnaik’s closest aides and a key figure in the BJD government. During the party’s years in power, opposition parties had often accused Pandian of functioning as a power centre within the government — allegations consistently rejected by the BJD.
A 2000-batch Odisha-cadre IAS officer, Sujata, took voluntary retirement in March 2025 after serving for nearly 24 years.
Over the years, she held several important positions in the state administration. As Collector of Naxal-affected Sundargarh district, she launched a cycle distribution initiative for school students through bank sponsorship. She later became the first woman Collector of Cuttack district.
Sujata also played a major role in Odisha’s welfare programmes. As Director of Social Welfare, she was associated with the rollout of the Mamata scheme, a conditional cash transfer and maternity benefit programme.
She is best known for leading Mission Shakti, one of Naveen Patnaik’s flagship initiatives focused on women’s empowerment. Under her leadership, the programme expanded into a network involving nearly 70 lakh women across Odisha.
With Sujata now entering active politics, attention has shifted to whether the BJD is focusing on organisational revival — or quietly shaping its next generation of leadership.
