To make transportation of minor minerals in the State more transparent and well regulated, the Bihar government on Wednesday (March 11, 2026) made it mandatory to obtain transit pass (TP) for vehicles entering Bihar from other States carrying minor minerals such as sand, stones, stone chips, moorum and stone dust.
‘Transparency move’
The decision has been taken by Deputy Chief Minister Vijay Kumar Sinha, who also holds the charge of the Mines and Geology Department. Mr. Sinha said that the step will make mineral transportation more transparent, lawful and revenue-oriented.
The arrangement has been implemented under Rule 41 of the Bihar Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2019 (as amended). As per the rule, all vehicles carrying minor minerals from other States must obtain a TP while entering Bihar’s borders.
According to the regulatory fee determined by the department, vehicles carrying minerals from other States with transport challans that mention the weight of the mineral will be required to obtain a TP at the rate of Rs. 60 per metric ton.
Similarly, if the transport challan mentions the volume of the mineral, then obtaining a TP at the rate of Rs. 85 per cubic metre will be mandatory.
Due to the rapid pace of infrastructure development in Bihar, a large quantity of minor minerals are being imported from neighbouring and other States.
