The Uttar Pradesh government is planning a series of reforms aimed at making property registration, ownership verification and mutation processes more transparent and technology-driven.
A comprehensive roadmap was presented by the Stamp and Registration Department during a high-level meeting chaired by the Chief Secretary. The proposed measures seek to strengthen digital governance and curb fake ownership claims, sale of disputed properties and fraudulent transactions.
Unique Property ID Proposed
The government plans to develop a Unique Property ID for all rural and urban properties in the state. The ID will be linked to GIS mapping and official ownership records, allowing information related to property identification, ownership and records to be accessed digitally.
In rural areas, work on preparing Gharouni under the Swamitva Yojana is already underway. In urban areas, urban local bodies and development authorities will be responsible for developing Unique Property IDs.
The department also proposed amendments to the Registration Act, 1908, through the introduction of Sections 22-A, 22-B and 35-A to make prior verification of property ownership and rights mandatory.
Automatic Mutation After Registration
Under the proposed reforms, the mutation process will begin automatically once a property is registered.
To facilitate this, records maintained by various departments will be integrated through API-based data sharing and a real-time record update system. The move is aimed at eliminating the need for citizens to approach multiple departments for mutation-related work.
Bhu-Aadhaar For Land Parcels
The state is also working on modernising land records through the implementation of a Unique Land Parcel Identification Number (ULPIN), known as ‘Bhu-Aadhaar’.
Each land parcel will be assigned a geo-referenced identification number, allowing land records to be integrated with digital platforms and GIS systems.
Inter-Departmental Data Integration Planned
The proposed system also envisages linking property tax registers with records maintained by the Stamp and Registration Department, Revenue Department, and electricity, water and sewer departments.
The Common Property ID-based mechanism is expected to facilitate digital data sharing among departments and streamline tax collection.
According to the presentation, the reforms are aimed at reducing property disputes, providing faster and more transparent services and strengthening investor confidence. The initiative is also expected to support ease of living and ease of doing business in the state.
