The West Bengal government has directed district authorities to re-verify all caste certificates issued since 2011, including those issued through the Duare Sarkar programme, citing concerns over the “authenticity and genuineness" of some certificates.

In a notification dated May 14, 2026, issued by the Backward Classes Welfare Department, the state government said around 1.69 crore caste certificates have been issued since 2011. These include 1 crore SC certificates, 21 lakh ST certificates and 48 lakh OBC certificates.

According to the order, nearly 47.80 lakh caste certificates were issued through Duare Sarkar camps in 10 phases. The government also noted that certain second-generation caste certificates may have been issued on the basis of such certificates during this period.

The notification stated that the authenticity of some caste certificates issued since 2011 has been challenged by “different quarters".

The government directed all Sub-Divisional Officers and certificate issuing authorities to re-verify caste certificates issued since 2011, along with related second-generation caste certificates, in accordance with existing statutory provisions.

The order said if any certificate is found to have been issued improperly, action should be taken under the West Bengal Scheduled Castes and Scheduled Tribes (Identification) Act, 1994 and related rules.

The notification further stated that caste certificates issued to persons and dependents whose names were deleted from the electoral rolls during recently conducted SIR exercises “shall be examined and may be cancelled" following due process.

It also warned that any laxity in carrying out the exercise would attract accountability and “personal liability" of the issuing authority would be fixed.

The order has been issued by the Secretary to the Government of West Bengal and addressed to all District Magistrates in the state.
