The Ministry of Home Affairs (MHA) on Saturday designated 23 individuals associated with terror outfits, including Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT), as terrorists under the Unlawful Activities (Prevention) Act (UAPA) for involvement in infiltration, recruitment, logistics, financing and operational planning to target India.

Among them is Mohammad Musaddiq, a JeM operative involved in pushing Pakistani terrorists into Jammu and Kashmir. The government has added Mohammad Musaddiq and others to the Fourth Schedule of the UAPA, formally designating him as an individual terrorist.

Who Is Mohammad Musaddiq?

Musaddiq is a Pakistani JeM operative known by aliases including Doctor and Abdul Mannan, who was instrumental in the reconnaissance of the Ram Janmabhoomi complex in Ayodhya, the RSS headquarters in Nagpur and the IOCL refinery in Panipat.

Musaddiq, approximately 38 years old, is also known by several aliases, including Doctor, Abdul Manan, Sajjad, Hamza and Wahid Khan. According to the notification, he is one of the main JeM handlers involved in pushing Pakistani terrorists into Jammu and Kashmir.

He is also serving as the launching commander for the Lasiyakot sector and facilitates infiltration through tunnels, sending arms and ammunition into India using drones. Musaddiq has been linked to the April 22, 2022, attack on security forces in Sunjwan, Jammu, carried out by Jaish-e-Mohammed terrorists.

The Centre’s move to designate him as an individual terrorist allows Indian agencies to act against his network, finances, associates and operational links under the anti-terror law. The MHA also flagged his role in handling a team of JeM “cyber players" who use social media platforms to recruit youth into the terrorist organisation.

Centre’s Zero-Tolerance Policy

Other terror operatives designated as individual terrorists are Masood Ilyas Kashmiri, Mufti Mohammad Asghar Khan, Hafiz Abdul Shakoor, Abdullah Jihadi and more. Lashkar-e-Taiba founder Hafiz Saeed’s son-in-law Hafiz Khalid Waleed has also been named.

The UAPA is an anti-terror law aimed at curbing unlawful activities associations in India. In August 2019, the Unlawful Activities (Prevention) Amendment Act was passed, which expanded the Central Government’s powers to designate individuals as terrorists.
