Noor Ahmed Noor, appointed by the Taliban, arrives in Delhi as Charge d’Affaires amid evolving India-Afghanistan ties, though India does not officially recognise the Taliban govt.

Nearly five years after the Taliban seized control of Kabul, the Afghan government appointed diplomat Noor Ahmed Noor to its embassy in New Delhi. The Taliban-appointed diplomat has arrived in Delhi to assume duties as Charge d’Affaires.

His appointment was finalised following a visit by Taliban Acting Foreign Minister Amir Khan Mottaqi to Delhi in October 2025, during which he met External Affairs Minister S Jaishankar.

Noor had accompanied Mottaqi during that visit and also travelled with him to the Darul Uloom madrassa in Deoband. In December 2025, Noor visited Dhaka, where he reportedly met several Islamist leaders ahead of Bangladesh’s February 12 elections.

Although Noor serves as Director General of the First Political Division of the Afghan Ministry of Foreign Affairs in Kabul, officials said he is yet to submit formal letters of appointment, and his posting has not been publicly announced by the ministry, The Hindu reported.

A previous attempt by the Taliban to appoint a Charge d’Affaires in Delhi failed in April 2023, when embassy staff rejected the nominee and barred his entry. The Taliban later succeeded in appointing Ikramuddin Kamil to the Mumbai consulate, while Mohammad Ebrahimkhil, originally posted by the former Ghani government, continued as Charge d’Affaires in Delhi. Sources said Ebrahimkhil’s future posting remains unclear. Both the Mumbai and Hyderabad consuls are currently in Delhi for Noor’s arrival.

It is to be noted that India does not officially recognise the Taliban government, which took power in August 2021 after overthrowing the elected government of President Ashraf Ghani. However, the ties between the two nations have gradually improved since India reopened a technical mission in Kabul in 2022.

Earlier on October 21, 2025, the Ministry of External Affairs announced it would upgrade the mission to embassy status, allowing the Taliban to post diplomats in India. Officials said existing embassy staff and the tricolour flag of the previous Afghan republic will remain for now, though changes are expected once Noor formally assumes charge.
