Bihar witnesses decline in number of major criminal cases

The Bihar government on Monday (December 22, 2025) said the State had witnessed a decline in the number of major criminal cases of murders, dacoity and riots compared to last year due to better and effective policing.

“Murder cases fell by 7.72% , dacoity cases by 24.87% and riots cases by 17.97% in comparison to last year due to swift action by the police,” Home Department’s Additional Chief Secretary Arvind Kumar Chaudhary said, asserting that the decline in major criminal cases was significant.

According to the Director General of Police, Vinay Kumar, the police’s swift action and strict vigil led to the arrest of 3.35 lakh persons between January 2025 and November 2025 in major criminal cases. Besides, the police seized 4,528 firearms and 28,414 cartridges during the same period.

Better intelligence gathering mechanism had led to gradual reduction in incidents of communal tensions, he said. 

Mr. Chaudhary was addressing the media persons in Patna while accompanied by DGP Mr. Vinay Kumar, Additional Director General (ADG) (Law & Order) Pankaj Kumar Darad, Secretary and Inspector General (IG) (Jail) Pranav Kumar and Special Secretary K.S. Anupam. 

Stating that Maoist-related violence had not been reported in the past 3-4 years in the State, Mr. Chaudhary said the number of Left wing Maoist infested districts had been reduced to nil. The number of Maoist-infested districts used to be 22 in 2013, but now the number of such districts was nil because of anti-Maoist operations in the State.

Now, there were only four districts of Gaya Ji, Aurangabad, Jamui and Lakhisarai, which had been identified as “legacy and thrust” districts by the Centre due to the decline in the number of Maoist violence cases, he added.

Cybercrime control unit

The DGP said to give special thrust on rising cyber-related incidents, a separate vertical for cybercrime control unit had been set up and it would be headed by a ADG rank police official. 

A total of 24.38 lakh cyber-related complaint calls had been received on National Cyber Reporting Platform (NCRP) helpline portal till December 15, 2025.

A district prosecution directorate had been constituted in every district, Mr. Kumar said, adding that Bihar had become the first State to launch “trial in absentia” following the implementation of new criminal laws of BNS (Bharatiya Nyaya Sanhita) and BNSS (Bharatiya Nagrik Suraksha Sanhita). 

A total of 2,99,927 pending cases had been disposed of in the year 2025, the DGP said, and added that 1,43,878 accused persons had been sentenced in 1,05,291 cases.

“Four convicts were awarded capital punishment while 1,097 got life imprisonment, 533 got more than 10 years of imprisonment, 1,410 received less than 10 years and more than two years of jail, while 1,37,983 convicts were fined/filled a bond,” Mr. Kumar said. 

The DGP said Bihar had become the first State to get conviction of accused persons within 15 days of trial in connection with Sidhwalia PS case 232/2024 in Gopalganj district. 

“The trial was completed within a record time, earlier the record of completing the fastest trial was 48 days,” Mr. Kumar said. 

Radio service had been launched in all the jails of the State, IG (Prisons) Mr. Pranav Kumar said, adding that a system would be installed in 15 jails at a cost of ₹26 crore to prevent and check the misuse of mobile phones inside the jails.

Modern visitors rooms were being built in all the jails where visitors could meet the inmates, he said, adding that more than 50% work had been completed.
