Sources said the investigation of encrypted and virtual networks would be among top key topics which will be discussed

The NIA serves as India’s primary counter-terror law enforcement agency empowered to investigate and prosecute scheduled offences.
The National Investigation Agency (NIA) has rescheduled its annual two-day Anti-Terror Conference to December 26 and 27, after the event was postponed in the aftermath of the recent Delhi blast, a senior official said.
The conference will bring together senior law-enforcement officials, counter-terror experts and international partners to discuss key threats and evolving strategies in combating terrorism.
The agenda is expected to include scientific terror-investigation techniques, countering terror financing, tackling digital and encrypted communication networks exploited by extremist groups, and forging global strategies and synergies among agencies at home and abroad, according to sources familiar with the planning.
Sources said the investigation of encrypted and virtual networks would be among top key topics which will be discussed.
The agency is currently probing major terror cases, including the Pahalgam attack in Jammu and Kashmir earlier this year, which sparked heightened tensions and cross-border controversy, and the Delhi blast that prompted the postponement of the conference. In both the cases, NIA has found use of encrypted apps to communicate.
The conference is an important forum for counter-terrorism stakeholders in India. Originating as an annual gathering for operational forces, technical, legal and forensic experts, it focuses on deliberations around national security and terrorism threats, and the development of coordinated responses.
The Ministry of Home Affairs had highlighted that the event plays a crucial role in establishing channels for coordinated action in the spirit of a “whole of government" approach and providing substantive inputs for policy formulation.
The NIA, established under the National Investigation Agency Act, 2008, serves as India’s primary counter-terror law enforcement agency empowered to investigate and prosecute scheduled offences affecting national security, sovereignty and integrity. Over the years, its mandate has been expanded to include cases involving cyber terrorism, terror financing, human trafficking and related offences under various acts.
One of the officials involved said the rescheduled conference will provide a timely platform to integrate lessons from active investigations with broader strategies to counter terrorist financing, exploit technological advancements in both terror and counter-terror operations, and strengthen cooperation among domestic and international partners.
As the security landscape evolves with increasingly sophisticated threats, officials expect discussions this December to emphasise multi-agency collaboration, legal framework enhancements, and the role of emerging technologies in both investigation and prevention efforts.
