The Delhi High Court on Tuesday will hear a matter related to anticipatory bail in a cheating case against former IPL chairman and three-time Congress MP from Odisha, Ranjib Biswal. Biswal also faces another cheque-bounce case in the Capital.

Biswal, who has been granted interim protection from arrest, was directed by the high court to cooperate with the police investigation and not leave the country until further orders.

The interim relief, granted by Justice Ravinder Dudeja on September 1, came after the trial court earlier rejected his anticipatory bail plea, citing non-cooperation and the need for custodial interrogation.

A senior police officer said the cheating case, registered at South Delhi’s Vasant Vihar police station in May this year, invokes sections 420 IPC and Section 318(4) BNSS. The case is based on a complaint given by a chartered accountant Sachin Jain, alleging that Biswal and his associate Harsh Sahani duped him and his client of over Rs 4.20 crore.

The complaint mentions that the accused took advance payments in 2022 and 2023 for two registered property sale agreements—one in Mayur Vihar, Delhi, and another in Bhubaneswar, Odisha—but failed to execute the deals and later fled to Dubai, the officer said.

In July 2025, Additional Sessions Judge Chander Jit Singh of Patiala House Courts had dismissed Biswal’s anticipatory bail plea, noting that the accused had not cooperated with the investigation and that no proof of refund had been produced.

Meanwhile, in a separate cheque bounce case, the Saket Court has also summoned Biswal to face trial. In an order dated September 6, Judicial Magistrate (NI Act) Akshay Sharma took cognizance of a complaint filed by Jain under Section 138 of the Negotiable Instruments Act, observing that the cheque issued from Biswal’s account was dishonoured and satisfied all ingredients of the offence.

The Saket Court rejected Biswal’s applications under Sections 225 and 379 of the BNSS, which sought dismissal of the complaint on grounds of alleged fraud and concealment of facts, and has listed the matter for framing of notice on November 1, 2025.
