How many Bills have been passed in Lok Sabha with minimal to no discussions?

The Monsoon Session concluded on August 21, 2025, with both Houses registering record low productivity. Barring discussions on Operation Sindoor in both Houses, the session has seen little business ever since it began on July 21, 2025 due to repeated disruptions and adjournments initially due to opposition demand for discussion on Operation Sindoor and then over demands for a discussion on the Special Intensive Revision exercise in Bihar.

However, time spent on debating legislations have been low in the 18th Lok Sabha.

Here is a round up on parliament’s productivity since the NDA-led government came to power in June 2024.

Inaugural and Budget Session 2024

• The Finance Bill (No. 2) 2024 - The Bill was introduced on July 23, 2024, in Lok Sabha and was passed on August 7, 2025. The Bill was passed by a voice vote. The Opposition MPs walked out after a furore over the government not taking up an amendment in the Finance Bill to withdraw the 18% GST levy on medical and life insurance premiums. An analysis by the PRS Legislative noted that over the last 10 years, about 67% of the Budget has been passed without discussion in a move called the guillotined.
• The general budget discussion in the lower house lasted for 27 hours, with Demands for Grants for four ministries saw a discussion of a little over 30 hours.

Winter Session 2024

• The Bharatiya Vayuyan Vidheyak Bill and The Appropriation (No. 3) Bill - Two Bills were passed during the Winter Session of 2024. The analysis of the session showed that Lok Sabha scheduled for only 52% of its scheduled time while Rajya Sabha scheduled for 39% of the same.
• Similarly, Question Hour functioned for only four days of the allotted 19 days in Rajya Sabha and only for 10 minutes for 12 days out of the allotted 20 days in Lok Sabha.

Budget Session 2025

• The Immigration and Foreigners Bill, 2025 - Lok Sabha passed the Bill on March 27, 2025, during the 2025 Budget Session. A number of amendments moved by Opposition members were negated and the Bill was passed by a voice note. The Bill was passed by Rajya Sabha on April 2, 2025, also by a voice vote. Lok Sabha spent 4 hours 15 minutes discussing the Bill while Rajya Sabha spent 4 hours 30 minutes.
• The Railways (Amendment) Bill, 2024 - This Bill was passed by the Lok Sabha on December 11, 2024, during the Winter Session amid protests. The Bill was passed by Rajya Sabha on March 10, 2025, by a voice vote and after rejecting amendments suggested by some MPs. A number of Opposition members had walked out in protest of Railway Minister Ashwini Vaishnaw’s reply regarding the New Delhi stampede which happened on February 15, 2025. This Bill was discussed for 6 hours and 53 minutes in the Lok Sabha while Rajya Sabha took only 4 hours 26 minutes.
• Disaster Management (Amendment) Bill 2024 - The Lok Sabha passed this Bill by a voice vote on December 12, 2024, after several amendments moved by Opposition members were negated. Rajya Sabha passed the Bill on March 25, 2025, by a voice vote. Similar to the Railways Bill, Lok Sabha discussed the Disaster Management Bill for 7 hours and 28 minutes while Rajya Sabha discussed the Bill for 4 hours 36 minutes.
• The Boilers Bill 2024 - This Bill originated in the Rajya Sabha and was passed on December 4, 2024, after all amendments suggested by Opposition members were defeated in the Parliament. The Bill was passed by Lok Sabha on March 25, 2025. This Bill was discussed for 2 hours 30 minutes in the Lok Sabha, while Rajya Sabha discussed it for 2 hours 45 minutes.
• Analysing the functioning of the 2025 Budget Session of the Parliament, PRS Legislative Research states that the Question Hour for both Lok Sabha and Rajya Sabha functioned for 78% and 83% of the scheduled time respectively. It noted that the Houses discussed the expenditures of three Ministries while the rest (about 905) were passed without discussion. 

Monsoon Session 2025

• The Income Tax Bill 2025, The Taxation Laws (Amendment) Bill, 2025 - The Finance Minister Nirmala Sitharaman introduced both, the Income Tax Bill and The Taxation Laws (Amendment) Bill, in the Lok Sabha on August 11, 2025, when no Opposition members were present in the House.
• A majority of the Opposition leaders had been detained while marching towards the headquarters of the Election Commission against the revision of the Bihar electoral rolls. Even after they returned, they continued to protest in the Well of the House while both the Bills were passed by a voice vote after 4 minutes of discussion.
• On August 12, 2025, the Bills were returned by the Rajya Sabha after discussing for 1 hour 10 minutes by a voice vote. The Opposition had earlier staged a walk out from the Upper House demanding a discussion on the SIR of the voter list in Bihar.
• The National Sport Governance Bill 2025, National Anti-Doping Amendment Bill 2025 - The two sports Bills were introduced on August 11, 2025, and passed in the Lok Sabha with little discussion in 34 minutes even as Opposition members continued their protests against SIR exercise in Bihar.
• The two Bills were presented in the Rajya Sabha where they were passed within 2 hours 8 minutes by a voice vote. The Bills were passed without any of the Opposition members participating in the discussions as they protested against the SIR of electoral rolls.
• The Mines and Minerals (Development and Regulation) Amendment Bill 2025 - The Bill was passed on August 12, 2025, by the Lok Sabha amid repeated adjournments and disruptions as the Opposition continued to protest against the SIR exercise. The Bill was discussed for 30 minutes and was passed by voice vote even as the Opposition continued its protests.
• In the Rajya Sabha, Vice-Chairman Ghanashyam Tiwari invited Union minister G Kishan Reddy to move the Bill on August 19, 2025. But Leader of Opposition Mallikarjun Kharge demanded a discussion on the Special Intensive Revision of voters’ lists in Bihar. Mr. Tiwari said the matter has nothing to do with the Bill following which the Opposition staged a walkout. The Bill was passed after a 2 hour 34 minute discussion.
• The Indian Ports Bill, 2025 - The Bill was passed in Lok Sabha along with Mines and Minerals (Development and Regulation) Amendment Bill after a discussion that lasted for 24 minutes. In Rajya Sabha, it was passed on August 18, 2025, by a voice vote after discussing for 2 hours 3 minutes. Opposition members were absent as they had staged a walkout earlier.
• The Indian Institutes of Management (Amendment) Bill 2025 - This Bill was passed on August 19, 2025, in the Lok Sabha in the absence of Opposition members after they walked out of the House to protest against the SIR exercise. The Rajya Sabha also passed the Bill, on August 20, 2025, in the absence of Opposition members after they boycotted the debate demanding a discussion on the SIR exercise. Both the Houses spent a total of 1 hour 20 minutes on discussion with Lok Sabha spending just 7 minutes.
• The Promotion and Regulation of Online Gaming Bill 2025 - This Bill was introduced on August 20, by the Railway Minister Ashwini Vaishnaw amid huge protests by the Opposition which demanded a discussion on the SIR exercise. The Bill was passed in Lok Sabha by voice after discussing for 6 minutes.
• In the Rajya Sabha, the Bill was tabled on August 21, 2025. It was passed by the House clause-by-clause as the Opposition members raised slogans on allegations of ‘vote-theft’. The Bill was under discussion for 22 minutes.
• The Carriage of Goods by Sea Bill 2024, The Coastal Shipping Bill 2024 - Both the Bills were passed by the Lok Sabha during the Budget Session on March 28, 2025, and April 3, 2025, respectively. The Carriage of Goods by Sea Bill was discussed for 1 hour and 38 minutes while the Coastal Shipping Bill was discussed for 3 hours 50 minutes. Both the Bills were taken up by the Rajya Sabha in the Monsoon Session. The Carriage of Goods by Sea Bill, 2025 was passed on August 6, 2025, as the Opposition continued loud protests against the SIR of electoral rolls in Bihar. The discussion for the Bill lasted for 36 minutes. The Coastal Shipping Bill was passed on August 7, 2025, amid protests by Opposition members demanding a discussion on the SIR exercise. Eight members of the House participated in a debate that lasted for 26 minutes.
• The Merchant Shipping Bill 2024 - This Bill was passed on August 6, 2025, by the Lok Sabha after a discussion that lasted for 20 minutes. The Opposition continued their protest as they sought a discussion on the SIR exercise. The Rajya Sabha passed it on August 11, 2025 after a discussion for 20 minutes by voice vote amid a walkout by the Opposition that demanded a discussion on the SIR of electoral rolls.
• The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill 2024 - This Bill was the first to be passed by the Lok Sabha on August 5, 2025 during the Monsoon Session. It was passed by a voice vote amid disruptions by Opposition members over the SIR of electoral rolls. The Bill was passed by the Rajya Sabha on August 11, 2025. The Lok Sabha discussed the Bill for 1 hour 56 minutes while Rajya Sabha spent 23 minutes discussing it.
• The Manipur Goods and Services Tax (Amendment) Bill 2025, Manipur Appropriation (No 2) Bill 2025 - The Lok Sabha passed both the Bills on August 7, 2025, amidst the protests by the Opposition. The Manipur Goods and Services Tax (Amendment) Bill was discussed for 9 minutes in the House and passed by a voice vote. The Manipur Appropriation (No 2) Bill 2025 was discussed for 13 minutes. The Rajya Sabha returned both the money Bills for Manipur on August 11, 2025, after a discussing it for 40 minutes while the Opposition members were absent from the House and protesting in front of the ECI against the SIR of electoral rolls.

The Monsoon Session, which ran for the scheduled 21 days from July 21 to August 21, saw frequent disruptions that consumed nearly two-thirds of the allotted time. As a result, the Lok Sabha functioned for only 29% of its scheduled hours, while the Rajya Sabha managed 34%, marking the lowest productivity in the 18th Lok Sabha so far.
