Telugu Desam Party (TDP) spokesperson Anam Venkata Ramana Reddy sought action against three former Commissioners of Nellore Municipal Corporation (NMC) for their alleged involvement in releasing mortgaged properties before issuing occupancy certificates (OCs). He alleged serious irregularities in the release of mortgage deeds in favour of builders during the 2022-24 period.

Addressing the media at the NMC office on Tuesday, he claimed that the civic body had lost a revenue of ₹18 crore due to this. He accused previous commissioners D. Haritha, D. Chennudu and Vikas Marmat of fraudulently releasing the mortgage deeds of 72 buildings without obtaining the OCs during the one-and-half year period.

Responding to A.P. High Court orders in the Writ Petition Public Interest Litigation (PIL) filed by Venkata Ramana Reddy, NMC Commissioner Y.O. Nandan submitted a detailed report to the District Collector confirming that all those 72 buildings had not obtained the OCs, but the mortgage deeds were released without following due procedure.

In 2024, the NMC had announced that premature release of mortgage documents for more than 70 building files was orchestrated by Nellore Mayor P. Sravanthi’s husband P. Jayavardhan and his assistant G. Siva Krishna, while the Commissioner’s signatures were allegedly forged by officers B. Praveen Kumar (TPO), M. Devendra (TPO), P. Nagendra Babu (WPRS) and Karthik Malavya (WPRS).

Vikas Marmat, the then Commissioner, had written a letter to the Superintendent of Police (SP) to launch a criminal inquiry on these officials, who were issued show-cause notices and later suspended. However, Mr. Venkata Ramana Reddy claimed that it was just a diversion tactic to hide the real culprits as the employees who were suspended earlier were reinstated into duties.
