Delhi Police told a court that CCTV footage shows a labourer barricading the Janakpuri excavation site only after a biker had fatally fallen into the pit.

CCTV footage examined during the investigation into the Janakpuri biker death shows that barricading at the excavation site was carried out only after the accident, with a labourer allegedly seen covering the spot later, Delhi Police informed a court.
The submissions were made before Judicial Magistrate First Class (JMFC) Harjot Singh Aujla, who had earlier directed the Investigating Officer (IO) to file a status report detailing the progress of the probe and the functioning of CCTV cameras near the site of the incident.
During the proceedings, Delhi Police told the court that CCTV cameras installed near the excavation site were examined during the investigation.
The report stated that labourer Yogesh, one of the accused arrested in the case, was seen in the footage placing barricades and curtains on the road after the incident had already occurred.
“The other camera covers the place of barricades which were placed after the incident by the accused; these concerned CCTV Footage have been seized," the police report submitted before the court mentioned.
Police further informed the court that preliminary findings indicated that no precautionary measures, such as caution boards or barricading, had been put in place around the excavation site before the accident.
The absence of safety arrangements allegedly resulted in the biker falling into the ditch and suffering fatal injuries.
Kamal Dhyani, a bank employee, fell into a nearly 15-foot-deep pit allegedly dug by the Delhi Jal Board (DJB) on the intervening night of February 5 and 6 in west Delhi’s Janakpuri area.
Soon after the incident, the Dwarka court took the status report on record and issued a fresh notice to the Station House Officer (SHO) of Janakpuri police station, directing him to apprise the court about the progress of the investigation.
The court had sought a detailed report following applications moved by the deceased’s family seeking monitoring of the investigation and clarification regarding the working condition of CCTV cameras covering the accident spot.
Police told the court that two CCTV cameras near the site were functional and their footage had been seized as part of the probe.
The investigation, the report added, remains at an initial stage.
ARRESTS AND LEGAL PROCEEDINGS
The Delhi Police have arrested sub-contractor Rajesh Prajapati and labourer Yogesh in connection with the case, and both have been sent to judicial custody.
Three Delhi Jal Board officials have also been suspended.
A magistrate’s court rejected the regular bail plea of subcontractor Rajesh Kumar, while a sessions court granted protection from arrest to contractors Kavish Gupta and Himanshu Gupta, directing them to join the investigation. Arguments on anticipatory bail are scheduled for February 18.
FAMILY ALLEGES NEGLIGENCE, SEEKS JUSTICE
The victim’s family alleged serious negligence and the absence of safety measures at the excavation site.
Kamal’s mother, Shanti Dhyani, said the bail granted to some accused had “doubled the family’s grief," recalling her last conversation with her son when he told her he was on his way home.
His father alleged accountability failures at multiple levels, saying, “Everyone involved must be held accountable. If action had been taken on time, this tragedy might have been prevented."
Calling it a “war for justice," the family maintained that those responsible must face strict action and demanded accountability, compensation and systemic corrective measures.
The matter is now slated for further hearing later this month as the court awaits the next status update from the police.
