The Premier League has fined Chelsea F.C. £10.75 million (approx Rs. 131 crore) and imposed transfer restrictions after concluding disciplinary proceedings over historical rule breaches during the Roman Abramovich era.

In a statement released on Monday (March 16), the league said the case followed Chelsea voluntarily reporting potential violations related to financial reporting and third-party payments.

“The Premier League has concluded two separate disciplinary processes involving Chelsea Football Club, following the Club voluntarily self-reporting potential historical breaches of rules," the statement said.

Two sanction agreements were ratified by an independent commission, under which Chelsea accepted fines totalling £10.75 million for breaches linked to financial reporting, third-party investment, and youth development regulations.

“The Club has been sanctioned by the Premier League with an immediate nine-month Academy Transfer ban and a suspended one-year first-team player transfer ban (suspended for two years)," the league said.

The investigation found that between 2011 and 2018, third parties connected to the club made undisclosed payments to players, unregistered agents, and other individuals.

“As a result of the Premier League’s investigation, it was established that between 2011 and 2018, undisclosed payments by third parties associated with the club were made to players, unregistered agents and other third parties," the statement said.

However, the league said it concluded that the club would not have breached its Profitability and Sustainability Rules (PSR) even if those payments had been properly declared.

“Having undertaken that assessment, the Premier League Board was satisfied that in no scenario would the club have breached the League’s Profitability and Sustainability Rules during the relevant periods," the statement said.

The league added that Chelsea’s proactive self-reporting and cooperation during the investigation were major mitigating factors.

“When considering the appropriate sanction, the Premier League Board noted that the club’s proactive self-reporting, admissions of breach and exceptional cooperation throughout the investigation acted as significant mitigating factors."

What does this mean?

In practical terms, Chelsea will pay £10.75 million in fines and face a nine-month ban on signing academy players due to youth development rule breaches.

The club has also accepted a one-year first-team transfer ban, but it has been suspended for two years and will only take effect if further violations occur during that period.

Importantly, the Premier League confirmed there will be no points deduction, as the investigation concluded Chelsea would not have breached the league’s financial sustainability rules even if the payments had been properly reported.

As a result, while the club faces financial penalties and youth recruitment restrictions, its first-team transfer activity and league position remain unaffected for now. Chelsea are currently sixth in the Premier League and trailing 5-2 to Paris Saint-Germain in the Round of 16 ahead of the home leg on Tuesday.
