The FASTag Annual Pass facility was launched on August 15, 2025.
The Union government is not considering the extension of the annual toll pass facility for commercial vehicles, keeping it exclusively to private vehicles, the Ministry of Road Transport and Highways told the Lok Sabha on Thursday.
The FASTag Annual Pass facility was launched on August 15, 2025. Till December 2025, about 42 lakh annual passes have been activated, facilitating over 19 crore transactions and resulting in a collection of Rs 1,265 crore.
At present, around 25 per cent—one in four—of non-commercial vehicles are undertaking FASTag transactions using the Annual Pass facility.
Under the annual pass provision, non-commercial vehicle owners, having a valid and functional FASTag, will be eligible to obtain a pass for Rs 3,000 that will be valid for one year or for two hundred crossings through any fee plaza on a national highway, whichever is earlier.
Sangrur MP from AAP Gurmeet Singh Meet Hayer had asked the ministry whether they are considering extending the annual toll pass system to commercial taxis, cab aggregators and fleet operators.
Responding to the question, Union minister Nitin Gadkari said the issue of extending the benefit of annual pass for non-commercial vehicles to commercial taxis, cab aggregators is “not under consideration".
Gadkari explained that as per National Highways Fee (Determination of Rates and Collection) Rules, 2008, there is a provision for other discounts in user fee for commercial vehicles registered in the district and monthly passes for regular users of National Highways.
The minister also said the average daily collection with FASTag on national highway fee plaza is around Rs 186 crore and average daily Electronic Toll Collection transactions on national highway fee plaza is around 105 lakhs in Financial Year 2025-26, till December 2025.
“The constant growth and adoption of FASTag by highway users is encouraging and has helped in increased efficiency in toll operations," Gadkari added.
The ministry also said the FASTag annual pass system is supported by technology-based monitoring mechanisms under the National Electronic Toll Collection (NETC) platform. Prior to activation, VAHAN database checks are carried out to confirm the non-commercial status of the vehicle, and National Payments Corporation of India (NPCI) validation is undertaken to verify the FASTag status.
The annual pass is then linked to a specific Vehicle Registration Number (VRN) and FASTag ID, with transactions recorded digitally through a dedicated exception code to monitor usage and prevent misuse of the annual pass facility.
In a separate reply, Gadkari also explained that there is no plan under consideration for “extending exemption to advocates or providing exempted FASTag".
