Telangana Govt mulling RevOne, an intelligence-driven revenue ecosystem

After the Bhu Bharati portal brought three major wings of the Revenue department under one umbrella, Telangana Government is now toying with the idea of establishing a unified, intelligence-driven revenue ecosystem.

Final report in 60 days

To be named RevOne portal, the new initiative will enable real time data sharing and plug leakages across all the revenue earning departments. The Government has accordingly constituted a committee headed by Chief Secretary K. Ramakrishna Rao and comprising secretaries of all revenue earning departments to examine the issue and make recommendations on the operability of the portal. The committee will have Revenue (Commercial Taxes and Excise) Secretary as its Member Convenor and is tasked with submission of its preliminary report within 30 days and the final report within 60 days.

Accordingly, the committee will evaluate data fields in the relevant databases, the benefits that will accrue and decide the extent to which data can be shared within the legally permissible limits. It will examine the scope for implementation of a universal API architecture centred on PAN identifier and finalising seamless interoperability framework. The committee will recommend measures to streamlining the selection of a software vendor to ensure cost efficiency besides working on establishment of protocols for sensitive financial data exchange, besides defining number of users for each department.

The panel would finalise milestones on data sharing, development of applications and the launch of the portal. In addition, steps would be taken to introduce a legislation enabling the State Government to securely capture and store, for a limited duration, transaction level data of B2C sales conducted through POS, UPI and similar channels.

The Government said, in the orders issued on Monday (April 6, 2026), that the committee was permitted to hire consultants to assist in their work in view of the technical nature of the task. But this would be on strictly need basis and the expenditure on this count would be met by the Commercial Taxes department.
