Prayagraj: In a significant relief for teachers working in Uttar Pradesh’s aided secondary schools, the state govt has approved an amendment clarifying the eligibility of assistant teachers appointed before Sept 9, 2025, for promotion to lecturer posts in intermediate colleges.
The move is expected to end long-standing confusion over promotion norms and pave the way for hundreds of pending promotions in the secondary education sector.According to UP Board secretary Bhagwati Singh, the decision, communicated by the state govt, pertains to teachers working under the Intermediate Education Act, 1921. It addresses difficulties that emerged in the promotion of high school assistant teachers to lecturer posts following changes in educational qualifications introduced last year. Under the revised clarification, assistant teachers appointed before Sept 9, 2025, will continue to be considered fully eligible for promotion to lecturer posts under the earlier qualification framework. The govt has thus safeguarded the promotional rights of teachers recruited under the norms prevailing at the time of their appointment, ensuring they are not adversely affected by subsequent changes in regulations.
The issue arose after a government order issued on Sept 9, 2025, aligned teacher recruitment qualifications with the standards prescribed by the National Council for Teacher Education (NCTE). As teachers appointed before that date had entered service under the earlier norms, the revised framework created doubts about their eligibility for promotion to lecturer posts. The latest amendment has removed that uncertainty by retaining the existing promotion pathway for such teachers.The decision assumes significance against the backdrop of a prolonged promotion backlog in Uttar Pradesh’s secondary education system. A recent report noted that the promotion process for thousands of assistant teachers in government-aided secondary schools had remained stalled for years, causing resentment among teachers and delaying career advancement. Education department sources said the clarification is likely to benefit a large number of teachers affected by the transition to NCTE-based qualifications.Officials believe the amendment will help streamline the work of departmental promotion committees and expedite appointments to lecturer posts in intermediate colleges, while ensuring that teachers appointed under the earlier rules are not unfairly denied advancement opportunities.
