The Election Commission of India (ECI) has launched Phase III of its Special Intensive Revision (SIR) exercise, with the enumeration phase now underway in Odisha, Mizoram, Sikkim and Manipur ahead of upcoming electoral processes.

The poll body said the exercise is being conducted under Article 324 of the Constitution and provisions of the Representation of the People Act, 1950. The SIR follows similar revision exercises already initiated in other states and Union Territories.

According to the Commission, the primary objective of the revision is to ensure that only eligible citizens are included in the Electoral Roll while removing ineligible entries. The ECI reiterated that every Indian citizen who is at least 18 years old on the qualifying date and is not disqualified under any law is entitled to be registered as an elector.

The Commission said all eligible electors whose Enumeration Forms are received by the Electoral Registration Officer (ERO) on or before June 28, 2026, will be included in the Draft Electoral Rolls. Those unable to submit their forms during the enumeration phase can still apply through Form 6 during the claims and objections period.

As part of the exercise, Booth Level Officers (BLOs) have begun house-to-house visits to distribute and collect Enumeration Forms, verify voter details and assist electors in completing the process. Citizens can also submit their forms online or through designated election officials.

The ECI has directed BLOs to carry additional blank declaration forms during field visits to facilitate enrolment of new eligible voters. The Commission has also allowed recognized political parties to appoint additional Booth Level Agents (BLAs) to assist with the verification process and improve public participation.

According to the Commission, the revision exercise covers more than 41 lakh electors in Odisha, over 8.7 lakh in Mizoram, around 4.7 lakh in Sikkim and more than 20.9 lakh electors in Manipur. Thousands of BLOs and BLAs have been deployed across the four states to carry out the exercise.

The Election Commission has urged all eligible citizens to cooperate with election officials during the house-to-house verification process and ensure their details are correctly reflected in the electoral rolls.
