As US President Donald Trump’s deadline to reopen Strait of Hormuz nears its end, Iran is not just negotiating externally with America and its aides, but also internally, according to top Indian intelligence sources.

Iran’s President Masoud Pezeshkian has limited control over security apparatus and Islamic Revolutionary Guard Corps (IRGC) are operating with autonomy in all operational matters, according to the intel note.

For civilian government, the breakdown of financial system breakdown and physical infrastructure breakdown is a major urgency. However, hardliners in Iran have reject phased pauses such as the ones suggested in recent Egyptian, Pakistani and Turkish mediated proposals in favour of permanent guarantees.

What is Iranian President Masoud Pezeshkian’s stance?

Iranian President Masoud Pezeshkian has repeatedly shown willingness for de-escalation and publicly apologised for IRGC linked strikes on Gulf neighbours. He has also indirectly said that without a ceasefire, Iran’s economy faces total collapse within three-four weeks, said sources.

Amid the war damage, sanctions and disrupted trade, he has demanded restoration of executive powers to the civilian government for better crisis management.

He, however, vowed that Iranians are ready to sacrifice their lives to defend the country. The Iranian President on X said that he, too stands ready to be sacrificed for the country. “Over 14 million proud Iranians have, up to this moment, declared their readiness to sacrifice their lives in defense of Iran. I too have been, am, and will be a sacrificer for Iran“, Pezeshkian wrote on X.

What is IRGC’s stance?

IRGC commander Ahmad Vahidi and hardline elements have showed little enthusiasm for short-term truces, said the note. “They are viewing these as tactical traps that allow US-Israel regrouping. They prioritise continued resistance reject handing back control to civilians," it said.

The IRGC has maintained operations despite presidential instructions to halt escalation against neighbours. It does not want to be seen as someone giving concessions, temporary pauses or power dilutions.

“They are prioritising military dominance, ideological resistance and wartime consolidation."
